Z77 MPower Vdroop offset problem.

I have a problem with setting the CPU voltage, my CPU needs for stable operation of 1.3V at 4.6GHz.

I wanted to use the Offset Vdroop, but when everything is supposed to act well is 100% offset = 1.264v / 1.28v max and max pull here only 4.5GH...
